Account access temporarily limited- provide proof of fulfillment for paypal to restore account

Started selling on ebay again after a long layoff printed four shipping labels then PP shut me down!

PP Wants me provide proof of fulfillment for items shipped with tracking numbers

which I do not have yet because they disallowed be from purchasing shipping labels  with my PP account.

I did comply with three of the four of the fulfillment requests.

1. Upload a photo .....Completed 

2. Provide your business info ............   submitted for review 11-26-11   7:00 pm

3. Provide proof of FULFILLMENT .......... made seven attempts to SUBMIT all failed

4. Provide purchase receipt from your  supplier .submitted for review 11-26-11  7:10 pm

But paypal restore account will not let me Provide proof of fulfillment. After trying to comply with the 

restore account with  the Provide proof of fulfilment  and hit Submit the time circle spins and spins it never 

completes the submit action. I submitted the  proof of fulfillment information over six times.

Each time I got two GREEN check marks indicating I filled in and supplied the correct requested information and then hit the submit button.

Still over 45 minutes later the  thing is still spinning waiting to submit!

 Also I talked many time to PP reps about selling on eBay when I was activating the PP business debit card not once was I given a heads up about being temporally limited for selling on eBay

Provided a few snip attachments the last one is the submit button spinning & spinning & spinning   now for over 90 minutes! 

PP said it could take 7 days to resolve. Please resolve 11-27-18 I only a few days to ship eBay sold items in a timely manner to keep my perfect 100% positive feedback rating.

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.

I had this exact problem when trying to provide proof of fulfillment, I finally had to use my laptop to provide the information and it went through. Just curious how long did it take for them to accept all of your documents and restore your account?

I had the same error when using Microsoft Internet Explorer, but it worked fine immediately using Google Chrome.

What should one provide for proof of fulfillment coz they have limited my account after providing the request

Hey did you ever fix your problem? PayPal is asking me for the same thing and I have 600 dollars in the account and I can't withdraw it.
