My Paypal Account is limited asking to "Provide purchase receipt from your supplier." Also asking for my photo ID (I've submitted it before just did again). I’ve never sold an item on Ebay or anywhere on the internet. Nor have I ever used Paypal to sell items. I only use it to purchase stuff off Ebay or other online vendors. My account has been active for 13 years with no problems. I submitted a letter in PDF format explaining that I can not provide receipts from suppliers as I simply do not sell items and never have sold items.

Same here.
I buy from Etsy, a jewelry boutique (not for me to sell, for me personally to wear) and DoorDash. I tried to buy something from Etsy this morning and found out that my account was limited. I don't have the documents they are requesting, other than my i.d., because I don't have suppliers.

Same. I've been a user of paypal for 20 years and I have not sold anything for years. How can we provide purchase receipts from suppliers?
It looks like this has happened to a lot of people today--so, I'm guessing something crazy is going on with their system. Maybe we call got hacked?
Because I couldn't send purchase receipts, I wrote a letter in MS Word, put it into a PDF, and uploaded that.
You all can copy it and do the same:
To Whom it May Concern,
For some reason that I don’t understand, Paypal limited my account today. The website asked me to submit a form of identification, which I did promptly.
In addition, the website is asking me to “provide purchase receipt from your supplier.”
Further information is:
“You'll need to provide a receipt of your purchase or original receipts from your supplier for the items you sell to your buyers. These receipts should mention your purchase or procurement of items.”
However, I don’t sell anything on Paypal—or anywhere else for that matter. How can I submit a receipt from my supplier if I don’t sell anything?
I cannot imagine what caused this problem and I am unable to find anyway to communicate with a real person that can clear this up.
Please either restore my account or contact me directly so we can clear this up. I have been a Paypal user for about 20 years or maybe more and have never had a problem with my account until today.

Same thing just happened to me. I donated to ActBlue a couple weeks ago. I wonder if they're discriminating against Democratic donors.
I have never sold anything on Paypal and they want a procurement receipt from my alleged "supplier." I'm on hold with PayPal now, and it's a 1 hour 52 minute wait time to talk to someone. Awesome...

Same happened to me. Account restricted but I don't sell anything, I only use PayPal to buy stuff.
This sounds like a scam, I'm not going to upload my drivers license, my trust in PayPal has just dropped significantly...
