Can I not dispute an unauthorized charge if it is pending?

There is an unauthorized charge I suspect made by a fast food employee who asked my zip code when I gave them my paypal debit card, because the charge is timestamped when I was there. However, the Resolution page is not allowing me to report it. Is it because the charge is still “pending” and I have to wait until it is no longer pending? I haven’t been able to get through on the phone for help. Paypal needs to hire more help and provide 24 hr service. Very frustrating i have to resort to posting here where nobody answers.

Welcome to the community and thank you for your post.
I am sorry to hear what has happened. I would suggest you change your password and security questions right away to make sure no further unauthorized transactions go through.
When a transaction is 'Pending' it cannot be disputed. If the transaction still shows as 'Pending', you can contact the merchant to cancel it. If they are unable to do this, once the transaction shows as 'Completed', you will have the option to dispute it. Please follow the steps here.
