Carters failed payment but PayPal deducted money

Hi,

Today (07/18/2020) I tried to place an order at carters.com, but the payment was not done with my credit card MasterCard due to some issues with error message.
Afterwards, I tried to pay for my order with PayPal, where the same MasterCard is attached as a primary payment method. Unfortunately, again, payment was not done due to some issue, but at this time money for the order (61.60 $) was charged from my card, then it (maybe PayPal) tries to refund, but the money has not got back yet.

When I looked in the transactions of my card, it shows that there were 3 charges from PayPal-Carters (2 from PayPal *Carters LU, 1 from PayPal * Carters US), then 2 refunds were done from PayPal-Carters (both from PayPal * Carters LU), but didn't get the third one from PayPal *Carters US.
Now, I want to know where (in what stage) my money got stuck. Order was not paid/placed, no activity shown in PayPal about all of these, no emails from PayPal about this. How can I get the money back?
