Case is under review, can the person refund the payment back to me?

so i bought a code worth 15 dollars and there was a bunch of confusion and i put up a claim as i thought i wasnt going to get my item and i was going to get scammed because he wasnt responding. but we both agreed on a refund and the case is under review, is he able to refund during the review or do we have to wait till its done.

A seller can issue a refund via the resolution centre and once done the case automatically closes.
