Claim rejected but more information has come to light

How can i reopen a claim given more information has now come to light.  I was ripped off but Paypal have rejected my claim because some of the goods were delivered. i  didn't receive all of the goods advertised but now i have proof of their advert but i seem to be blocked from reopening a case.  Ths cant be right surely?

Sorry to hear you are experiencing issues with a purchase, and your case was denied. If you have new information and you would like to appeal the outcome of a claim, you can do so within 10

days of case closure by following these steps:

- Log in to your PayPal account.

- Go to the Resolution Center.

- Click View next to your case, then click Appeal.
