Contacting Support for a Dispute

Hello everyone.

 

My problem seems simple enough, but it seems I can't reach the right channel PayPal or Ebay about it.

 

I bought items from Ebay in March 2020. Payment was made through PayPal (as a guest, as I didn't have a PayPal account at the time).

 

Time passes, nothing arrives. A month passes, nothing. 2 Months still nothing. Contacted the seller, who tells me it's my problem and not his.

 

Great. I contact Ebay. They say there's nothing they can do about it and that I should file a dispute with PayPal.

 

So how exactly do I do that? I followed the instructions Ebay gave me... but there does not seem to be a functional way to actually contact PayPal support about this. The phones are off due to COVID19. I tried going to the Resolution Center and clicking on "Report a Problem", but that just takes me to the transactions page. Is it broken, or is it like that by design?

 

There was no clear way to find how to email PayPal directly, so I Googled "Contact PayPal by email" and that actually did take me to a page with a form... For a minute I had hope, but it has been several days and received no answer. My best guess is that contact form is hooked up to a digital black hole.

 

The only option that seems to be actually functioning is community support. So I guess, when it comes to customer service, PayPal and Ebay's attitude is "You guys are on your own"!

 

Is anyone else facing this same issue or am I missing something?

EBay and PayPal are for the seller. I had multiple cases and both sites are in cahoot, ruling in favor of seller who sent junk and crap that doesn’t work. I’m going through the Attorney Generals Office and filing against PayPal since they state your covered for problems. I think a class action lawsuit should be opened.

Like the artical below, Ebay have warned me today (3/11/20)by Email that a Buyers' details have been scammed (and with whome I am now facing possible Refund situation), but then when I try to actually contact someone all one gets is constant redirection to articles about problems but NO way to actually Open a case
