I ordered a full length "Multifunctional snow removal shovel Lets You Easily Clear Walkways, Decks, and Car" pictured in their online ad. Instead, I received a 7-inch plastic hand scraper scarcely worth $0.99 at a dollar discount store. I protested that I would not pay $40 for a $1 plastic scraper. They admitted to me in writing that they sent me the wrong product, admitted in writing to false advertising, and offered to refund me AS LONG AS I PAY FOR THE COST OF SHIPPING THEIR CRAP BACK TO CHINA! So, they commit fraud, send me a piece of crap, and I have to pay more in shipping than the actual value of the product itself? Why should I pay for their dishonesty? Visa told me that they are required to send me a pre-paid label and RMA number. The merchant is refusing to do so (literally arguing with me that it costs too much to ship and they don't want to assume the cost)! What's worse, PayPal is siding with them, asking me to pay for shipping if I want my refund -- so they are supporting scammers.

Same here! What's most frustrating is that Paypal actually sided with the scammer! I bought the same busy board and received crappy alphabet board too. Urghh. Can't believe Paypal is unreliable as well.

EXACT same thing happened to me, paypal sided with them - when this is clearly an issue with this company how is this even possible!!!

Do not use Paypal to make any purchases on something that is too good to be true. It is not easy to get refund. Seller is finding loopholes in the Paypal dispute process for their advantage.
12/15/2020 I saw a busy board ad on facebook, I ordered two busy boards for my babies $48.00, the website even have the audacity to encourage consumers to purchase with paypal so they can feel protected.
12/16/2020 I was provided with a tracking number
12/19/2020 Website shut down!!! completely gone, not even a trace through wayback machine
12/21/2020 ~ 02/01 I have communicated with the seller many times over that the item is not received, Seller continues to give me tracking number and says it is on the way
02/03/2021 I opened a dispute on paypal as "item not received" Big mistake, but honestly I think this is how seller gets away
02/04/2021 Seller said they will ship out my product, please wait
02/22/2021 I received a package from California from <Removed> Dr City of Industry CA <Removed> (Yelp them)
,some laughable cheap junk, I will call this the busy board scam from facebook ad.
02/23/2021 I contacted the seller and said is this what you sent me?
02/23/2021 Seller asked me to take picture of everything, package, what I received and tracking number on the package.
But at this point I refuse to deal and communicate with the seller anymore. I do not want to negotiate and fall into their scams of sending back the product back to China with my cost.
The Paypal dispute remained open and Paypal is taking forever to resolve it. You can try to ring them, but it will always says (at least for me case), it will say case is unable to be escalated.
From Paypal's side, the product at this point is marked received but when I opened the dispute back in 02/03/2121 , I put in the comment" item not received" dispute. For Paypal, the seller fulfilled their commitment of sending "an item".
For Paypal, "item not received", and "item not as described" are two different issues and there is no place in the dispute process for the consumer to update that. This is the major flaw in the dispute process.
03/02/2021 I finally found a way to message Paypal which is through the online messaging system https://www.paypal.com/smc/customer
You can upload pictures, even link that points to Paypal community that talks about Dao-Yi Electronic
Now Tiarra from dispute is not able to give me a refund unless I can prove a document from USPS that I did not receive a product with that tracking number.
I repeat again, for Paypal, "item not received", and "item not as described" are two different issues and there is no place in the dispute process for the consumer to update that. This is the major flaw in the dispute process and seller/scammer Dao Yi Electronic Commerce scammer is taking advantage of it.
The seller is able to perform the scam over and over again, make a sale, print out a shipping label without shipping the product, wait for couple of months, and then the buyer will open a dispute as "item not received" and then seller goes back to their warehouse in CA and ship out junk to the buyer, so that the tracking number can be marked as received.
On 03/02/2021 Paypal decides to give me a voucher (like a credit) that I can use for future purchases.
I decided to take it because Paypal said they will continue to investigate with the seller but they want me to avoid the hassle of waiting.
Okay fine, but I really don't feel comfortable using paypal to purchase anything again, and what about all the other victims that fell for the scam and did not have the patience or time to file a dispute. If a seller/scammer like this has been reported so many times, shouldn't Paypal make it easier for the consumer to receive refund.
I spent a lot of time and energy investigating in this because I want justice to be served.
I realize I am a victim of a very common scam called Ooops, we sent you the wrong item scam, how scammer by pass paypal consumer protection.
I encourage buyers/victim to ring Paypal, Try different times of the day. Try this.[Removed. Phone #s not permitted](CS) press #. Enter 2 and say 'speak to a Paypal representative'. or try to online message them.
I know some people was able to get through the line and talk to someone and get their refund back.
I was only able to get a voucher through the online message system.
I am not sure if you should open a dispute because of their major flaw in the process, maybe you can try to point Paypal to this post in the Paypal community.
I also found a useful group named https://www.facebook.com/<Removed>
They can provide any website pictures and scam details evidence that you can upload to the online chat.
Hope this article will help someone that also fell for the busy board scam.

YES THIS EXACTL same thing happens and stupid PAYPAL and even after several messages asking for a refund from the company i was denied and then i made a dispute with paypal and THEY favored this FRAUD company im beyond livid with this situation right now! Especially with all of these clear cases that they are not providing the products they say they are - i cannot believe paypal is in favor of such a scam company!
