Digital Ocean Scam

I received a message that I had sent through PayPal $25 dollars to Digital Ocean and I have no idea who they are or what they do.

Can you help me and is this a scam outfit.

I just got a $5 charge on my amex from these guys, never heard of them before and I'm not in the market for any cloud computing.
