Dispute, Fraud - Someone used PayPal with my credit card

Posting on behalf of a family member. We recently discovered suspicious activity on a credit card that we often share. Our bank was informed and we were sent a new cards, and almost all the fraudulent transactions were refunded. However, the largest transaction was unable to be refunded, with the bank informing us that there was nothing it could do. This was a PayPal transaction that was just under $1,000. The bank informed us that it was unable to process any sort of refund, and we have been on calls transferred back and forth to various numbers trying to sort out why, but the calls are continually disconnected by the other end. The transaction in question was clearly done using our credit card, as it appears on the bank statements. However, it does not appear on either of our PayPal accounts (we have separate PayPal accounts). It is clear that our hacked credit card was used on someone else's PayPal account. However, because it does not appear on either of our accounts, we have been having difficulty reporting this fraud. Is there an email or a number I can call to sort this out with a representative instead of going through an automated process? Thanks.
