Facebook Marketplace Scammers Using Fake Tracking Numbers Paypal Awards In Thier Favor WTH?

I saw a sponsered ad on Facebook Marketplace for the purchase of a 56in toolbox for 89.99. Home Depot sells the same one for 1149.00. I purchased one of them. Then after doing some quick research I found out it was a scam. Twenty minutes after my purchase I contacted Paypal and advised them of the scam on Facebook and to please reverse the charge. I was told I had to wait to see if the seller follows through and delivers the item. I stated again this is a scam. All we can do is wait. After 3 weeks I get an email stating my case had been closed in the sellers favor because they provided a fake tracking number through USPS. This a new type of scam where these criminals can now go onto these carriers and somehow manipulate the system to get a confirmed delivery tracking number. Although, in my case it only gives the city state and zipcode but does not give my specific address nor the package weight. Which should have been around three to four hundred pounds for this massive toolbox. Plenty of red flags here and I know thier are hundreds of innocent victims just like myself. These criminals are selling anything and it seems Paypal wants to make the victim jump through all these hoops to get our money back. There needs to be in place a cancel within 24hr button added just in case there is an error or there is foulplay involved. Just like when you send money to someone you have a cancel button in that situation. Paypal should be on top of this and should be top priority to get a victims money back to them as quick as possible and not be giving these criminals days and weeks to make off with our money. I have Informed Delivery from the USPS which tells me ahead of time what mail I have coming to me and this one was clearly not on my list. Now Paypal wants me to go get a letterhead from USPS stating that they didnt deliver on this fake tracking number I guess. So, is Paypal not been made aware of this and getting something in the works to correct this issue? What now?

Paypal is just a payment processor that gives some buyer and some seller protection.
So they sent the payment you requested to be sent to the seller of your choice.
They can't turn around and snatch it back again because you made a mistake.
Paypal covers you for non receipt of item OR item received but not as described (terms and conditions as per buyer protection policy).
They do not cover you for 'changed mind' or 'bought from a scam seller'.
So .............
Disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.

I seem to be a victim of the same scam and have had the same result with paypal.
In response to kernowlass "Paypal covers you for non receipt of item OR item received but not as described (terms and conditions as per buyer protection policy).
We did not receive the product. We did not change our minds. I would still be happy to receive the product instead of my money back.
Also, "get a detailed report on company letterhead" is almost impossible because that info is not released unless you are the intended recipient.

stupid me falling for the same too good to be true **bleep**. Same thing...scammer provided a backdated proof of ups shipping for 4 pounds ( on a toolbox sllegedly weighing well over 100lbs).... the dispute was closed in sellers favor...only briefly. Having been a Paypal user for over 20 years ... I of course raised it to the appeal process via telephone.... And within minutes my $93.81 was fully refunded. It is still unclear to me several things:
1. How does Facebook managers sleep at night knowing they allow these **bleep** scammers to ply their trade?
2. How in the hell did the scammer create the UPS proof of delivery to somewhere in my city on a date that predates my purchase date?
3. I also use "Discovercard" on all paypal purchases. If paypal can't handle a reversal (which they did this time). Then Discover will happily reverse the charge.
