How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
Advice is voluntary.
Kudos / Solution appreciated.

Well there is no option to open a dispute for 'fraudulent', you can only a dispute for non receipt of item OR a billing issue OR recieved but not as described OR unauthorised so which did you open?

Its january 25 and I'm wondering if you had any luck disputing the charges with Paypal and Fefell?
I too was scammed out of a product with Fefell. I also opened up a dispute case about the purchase and was repeatedly told that they sided with the seller. I purchased a Drum throne (drum set seat) through FeFell and was scammed out of my money. Explained to PayPal what happened, showed all the pictures and payments made. I also showed how it( the purchase was a fraud through that company by someone else) was changed and made to look like I was paying for a service not a product. PayPal left me hanging out to dry. I disputed it three(3) times.....Nothing, case closed. Finally I had to contact my credit card company before they ( cc company) finally sided with me and returned my money. So I hope you did get somewhere with paypal and/or your credit card company.

Yes, same happened to me but I was lucky for Amercan Express to make it right when Paypal just lets this go on and on. The scam, as you mentioned is they deliver the "package" to a house in the same zip code but is really nothing. Do what I did is report them to the post office for mail fraud, for which it is. My PO is taking it seriously and called me back a couple times to get more info. I got my money back, the scammer still got their money and the CC companies are the one that gets stuck with the bill. I'm pretty good avoiding being scammed and I knew better considering the price differences but, I was hoping for a deal, lol.
