Fraud Advise Between Chase and Paypal

So randomly someone used my wife's debit card to purchase something for $400 and the merchant comes up as PAYPAL *CRACKEDPEPP. I reported the issue with my bank Chase and they took care of it. 1 week later they reversed it and when I called to find out why, they stated" We contacted the merchant and they verified that we benefited from the transaction as they have our home address with the transaction." When we called Paypal they didn't want to provide any details on the transaction and told us we need to write a letter to their legal department as we did. We called Paypal to follow up on the letter but this time the rep was very helpful and provided more details on the purchase. Seems like the transaction was done with an email address we never heard of. The merchant email was crackednpeppered as I look it up and I see no business under that email address. My gut feeling is telling me that this person just created two fake emails and send money from one account to another account. Paypal is telling me it's an Chase issue due to the debit card and Chase is telling me it's a Paypal issue and now we are in the middle of the pointing finger game. I just want our money back and little lost on how to resolve this. Any tips and advice would be amazing!

I'm in a nearly identical situation. Chase is open to re-opening the investigation as long as I can provide them information from PayPal, who says the account that did the transaction obviously looks fraudulent. However, I can't get them to tell me that in any forum other than a phone call. They won't provide me an email/fax/whatever stating that. So frustrating. Let us know if you find a path forward.

Buddy of mine is a lawyer and he advised me to take them both to small claims. Mostly likey Chase and PayPal will fight on the blaming game and one will pay me back due $400 being cheaper vs their legal fees.
