I am ending my over decades long association with PP as a result of my dispute with PP over a fraudulent charge with FUZZFRO. Belemite and Fuzzfro
(there may be others) have figured out how to use PPs own resolution process to perpetuate their fraudulent business practice. PP appears to be willing to allow that even though there are many complaints about this websites activities. First of all (after you have fallen for the scam) they do not send any documentation acknowledging your transaction. PP requires proof from the seller that they did ship you something, in my case they did, it was a piece of cloth. Even though there is a lot of difference between what I bought from them and the piece of cloth they sent me, it makes no difference to PP or my CC. Proof of shipping anything is good enough for them. Then there is the return option. Their return policy states that you should contact them prior to return but fuzzfro does not allow you to email them on their contact us page by not allowing you to enter anything in the comment field and emails from my gmail account come back as undeliverable. Next there is the phone option which answers as an invalid number at first then constantly busy. You might think you can just return what they sent you to the address on the website but, you guessed it, USPS says not a valid address. It doesn't exist. In effect you are left with no documentation to prove your case with and Mastercard closes the case after 60 days and says take it up with PP and the merchant. PP says once the CC is done with their investigation so nis PP.
Trying to dispute this with your credit company was a mistake, my mistake, as they are on the clock for reversing charges and the fraud of these scammers is to be able to respond to the Credit Card Co. inquiries in effect by not giving you any info on the purchase thus locking you out of the process. Fuzzfro can provide a proof of shipping and you can't provide proof of return.
Here's my beef with PP. First they totally defer to the credit card company's dispute resolution process, they should be conducting their own so you can eventually get your money back. They should also be aggressively weeding out these scams and denying the scammers the use of PP. Instead PP becomes complicite in the fraud. I mistakenly trusted my purchases through PP to be a second layer of protection, they were not. Last I checked Fuzzfro can still use PP even though the cases are mounting against them and in my opinion should have been flagged long before I got scammed.
Finally, PP and my CC can communicate with the scammers but I cannot and they won't share the address or phone # with me. So how do I use my last resort and sue them?
