Made a purchase with firm assurance of refund protection if paid by PAYPAL and item not received. No reply to emails to buyer no item received. Both EBay & PayPal giving me RUN-AROUND in attempt to get a refund. Anyone else had problem?
will not be using PayPal to pay in future. Shameful.

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
Advice is voluntary.

Did you follow the procedure:
Let the seller know your item hasn't arrived
If the estimated delivery date for your item has passed, and you still haven't received your item, let the seller know. To get started, select the item that's not arrived above, or follow these steps:
- Go to Purchase history.
- Select More actions beside your item and then I didn't receive it.
- Tick the box beside I want a refund or I want the item.
- You have the option of adding a message to the seller.
- Select Send request.
To resolve it with PayPal, did you file a dispute? Locate the payment transaction in your account activity, click it, then click "Report a problem" to open a Item Not Received dispute.

Thanks for kind input. PayPal will not allow me to open dispute, links just go back and forth to blank or same pages. Can not open claim in EBay either. Sellerstill advertising product as LAST ONE !!!???
Have emailed trading standards for help. Thanks for you email however. Don’t like cheats and this seller needs stoping, with or without EBay/PayPal help.

1. What country are you in?
2. How did you pay was it ebay checkout or direct via paypal?
3. If direct via paypal then which paypal option did you use?
4. What funding source linked to paypal did you use?
5. Have you phoned customer services and asked them to open a dispute for you?

Already followed the above advice and am currently in this endless loop of information requests from the resolution center for the same information over and over with no progression or even logical replies. Each new reply completely ignores previous messages, it seems more like lip service replies hoping you just give up and go away.
