Help! Never Recieved Item and dispute closed in seller's favor! How do I get my refund??

in desperate need of help. I'm having an issue with a seller where I have not received the package I purchased. I would like a refund but they are not responding to my emails and I have already filed a dispute which has been closed in their favor. It's a complicated story but I'll try and be as concise as I can.

I ordered an item from Lizzly.com on May 15 2018, and never received it. I contacted them and they gave me this shipping number: LZ358626511CN to track at https://www.17track.net/en. It says the destination is Correos, Spain, which is incorrect because I live in Australia.

On July 3 I opened a PayPal dispute claim and escalated it to PayPal because I hadn't received the item. Unfortunately PayPal decided in the seller's favor and I did not get a refund, instead I was told the item would be shipped again. Lizzly sent me the very same tracking number and, as you can see when you track it, the package hasn't been updated since July 12 and it is not going anywhere.

I've emailed them three times in the last month and no response. I can't appeal the PayPal dispute because the time period passed as I was waiting for the package to arrive and/or update. Now I'm stuck in a situation where I can't file the same dispute against them because I've already done so, but I don't believe I will ever receive the item.

I don't want them to reship the item a third time, I would just like a refund. Lizzly.com is clearly a scam site (after reading horrible reviews about their site, which I know I should have done before purchasing). These scams should probably be blacklisted from PayPal but of course that's not up to me.

Also, I don't think my bank can do anything about it because the money came directly from my Paypal balance.

Is there anything that can be done for me? How can I contact PayPal without receiving an automated response from their Contact centre? Should I just file another claim and say that I was hacked?

Thank you for your response! I should have posted an update but I resolved this problem shortly after starting this thread, so I guess I'll post my solution here for anyone who's having a similar problem:

It was actually very easy to resolve, I contacted PayPal via Facebook message chat and told them my problem. They literally refunded me within the day with no questions asked! I was surprised but very grateful about how fast they responded.

I definitely recommend you contact them via Facebook if you've having any trouble.

did you look into your Paypal account/resolution and see what tracking number they entered.

LZ358626511CN  goes to Spain and has not been tracked since July .

yu can go to China post site and see if it can be tracked.

see if yiu can appeal.

I cannot get through to them on Facebook messenger. How do I file an appeal on the case?

I bought Muck Boots and Muck clogs off this Facebook page: https://www.hotdiscounts.buzz/shop/ ,used PayPal to complete my purchase (due to the supposed buyer protection) on July 12, 2020.

Got an email from <removed> on July 13, 2020 with a USPS tracking number showing "items" (as numbers) delivered on July 6, 2020, six days before I even made the purchase!!  Seller listed as RONALD <removed> with a fake email of <removed>   I tried many times to email the address, login to the website, etc to contact the seller about the order and fake tracking number, but NO response.  I turned to PayPal.

I submitted a copy of the invoice, gave the name of seller, contact email address, and the tracking number showing delivery before the purchase was made when filing my dispute on July 17, 2020.

Got a second email from <removed> on July 20, 2020 with a second USPS tracking number showing "groceries" being delivered on July 18th, 2020; which is three days after filing the dispute and two days before receiving the email with tracking!!!!  How much proof does PayPal need?

NO ITEMS HAVE BEEN DELIVERED TO ME BY THIS SELLER!!!!!

But PayPal has "closed" the dispute in the seller's favor because he supplied a second tracking number showing delivery of groceries from the who knows where. Precious.

Any help will be greatly appreciated!

Sincerely.
