Help reopening a dispute claim &/or contacting someone to speak to (not the messaging center)

A seller I ordered from is a fraud. They withheld shipping information until I filed a dispute then submitted a tracking number for a significantly different item than what was described/purchased. I have new documentation to prove this. How do I reopen the case? I need to speak to a live person because the messaging option did not work.
