Hermes left your parcel outside? don't expect paypal to help

So first time I've ever had to ask Paypal for assistance and I might as well of sent cash in an envelope for all the support i've received. 

 

So started with Hermes leaving a parcel on my doorstep in full view of the road (outside of my open porch) - surprisingly the parcel was not there when I got home! as per Hermes own website, the doorstep is not a 'safe place' and as such is not a compliant delivery. Unfortunately Hermes will not update their tracking details (even though a photo is shown of the parcel clearly outside - as supported by the weeds) so the tracking just states delivered. 

 

I contacted the seller to let him know whats happened and even sent him the photo of the parcel outside and the link to Hermes 'safe places' page. Seller refused to make a claim only replying that the tracking stated delivered.  So I raised a case with paypal, told them where the parcel had been left and I had evidence to provide (couldn't upload from mobile). Never had a chance to provide evidence and paypal closed the case in sellers favour.

 

I contacted Hermes which if anyone has done this before, they will know is a painstaking process involving long web chats and waits for call backs. End result I managed to get through on the phone to a rep who confirmed to me that the parcel was deemed lost as it was an noncompliant delivery and the seller can make a claim for me but had not completed the claim form, they then sent me this information in an email to confirm. 

 

I contacted paypal and informed them I had this info and would like to appeal and provide this evidence they duly gave me an email to forward it to. Then failed to upload it, called again, promised a callback, never came. Had to call again, was assured that the file had now been uploaded and would be taken into account.

 

Get an email this morning from Paypal to inform me my appeal was not successful because the tracking number says delivered. You can imagine my frustration! 

 

Called to paypal again this morning to have the same line repeated to me, very apparent that the evidence I had provided had not even been looked at. Escalated to someone else who told me there was no way to validate the email was genuine ! pointed out that allowing me to send it was completely pointless in the first place then and if they were unsure they could have contacted hermes to validate themselves... apparently they don't have the facility to do so... a phone? 

 

Now Paypal are leaving me in the cold and the seller in the knowledge that he can go ahead and claim for my lost parcel and keep the money for himself...

My Hermes are also responsible for delivering parcels (unsigned for) outside of buildings. Cannot prove who in my property is taking the stuff yet very upset and anguished about the whole situation - have to let sellers know that I have been subjected to theft (I know who has done it), yet absoloutely cannot prove their identity to even police, only supported housing workers where I live in a multi-occupancy building, they are only responsible for the tenants and their mental-health welfare like myself.

To let a seller know that I have genuinely not recieved my item is hell and not at all anything I have done myself. This has only happened to me in the last four years - the date the tenant I suspect of theft moved in - but have lived here for a good 12 years overall and no issues at all before this.

Absoloutely unfair and aberrant abuse of trust between seller/buyer/courier.

 

I too have faced the same experiences and yet have no reason at all to not pay for items I am 100% able to afford - only ever buy on eBay what I can afford to pay and happy to pay -  why else would I buy at all anything online if I was unable to afford it?????????????? - speaking here of £10 purchaces or under.

 

My Hermes are a nightmare right now and keep leaving my purchaces outside of the building (without my knowledge/permission), leaving other tenants that live in the same multi-occupancy building to help themsleves; I am unable to get proof of how/why they are doing it even if suspiscous of who is doing it.

 

I have had to call my out-of-hours supported housing association workers to report the issue - just does not result in anything positive and calling the police makes no difference at all.  Cannot live in fear of theft when 97/8% of the tine I do recieve my eBay parcels, just the odd few that I have to contact sellers and delivery companies of the issues I appear to face unfair buyer-discrimmination.
