How do I report a paypal scammer and get my money back?

Long story short, I was trying to get tickets via fb event for St. Patricks day, and thought someone was legit selling tickets.
Ends up this person was a scammer. I know I've been warned before but I've never had this problem the other times I've done it.
How do I report an account and also get my money back before the money post??

I got scammed last week. The seller provided fake screenshots of sending tickets to my account. PayPal has sided with the fraudster twice now. I've spent well over a few hours on the phone multiple times now with PayPal folks located in Asia. No matter how much evidence I provide PayPal sides with the seller....

I too got scammed, and Paypal did nothing. I agreed to pay $99.89 and 1 hour later the seller raised the price agreed upon. Also, in the same communication the seller gave a bogus tracking # that delivered 1 hour before I placed the order being shipped from California. Paypal sided with the seller and I have no recourse but to dispute it on my credit card.

You do have the option to appeal and I can give you that information if you want.
But if you are going to pursue it via your card issuer then you can't do both so good luck with your chargeback.

As long as you DIDN'T use the family / friends option then you can open a dispute for non receipt of item etc.
How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I waited long enough for the "seller" or shall I say scammer to reply, and nothing.
After turning the matter to Paypal, and providing with the little info I had, in a matter of minutes my dispute was solved in favor of the scammer.
Now, NO ONE has that good client service, especially not Paypal, and this leads me to believe that it was automatic, which is absolute trash.
Again, I know I was naive to send the money that easily, but this is so bad from Paypal not to do anything. The scam website still offers paypal as a payment solution, the scam Paypal acc still works... Complete rubish.
