I appear to have been scammed and PayPal is not helping.

I ordered a webcam and paid for it through PayPal.  I was supposed to receive a receipt from the seller, when I didn't get it I attempted to contact the seller via email which was returned because the email doesn't exist.  I then opened a case with PayPal, early today I received notice that the case was resolved in the seller's favor because they provided a tracking number and date of delivery.  Therein lies the problem, the delivery date was 11 days before I ordered the webcam.  I have made several attempts to message PayPal with a copy of the tracking data, the transaction summary (which of course they already have and didn't bother to check the delivery date provided by the seller and the order date by the buyer, me), the error message from my 2nd failed attempt to contact the seller.  They obviously have another method of contacting the seller which is not available to me since they claim to have contacted them and received the tracking number and delivery date showing delivery 11 days prior to the order date.  How can I get someones attention at PayPal?  It it obvious that they don't want to hear from the likes of me, their messaging systems are guarded by the proverbial robot or fail when a message is submitted.  I think partial messages got through because I have ended up with 2 additional cases which were resolved in favor of the seller and closed.  PayPal has not provided a way for me to appeal their decisions or provide any additional input into the decision making process.  If anyone has insight to share, HELP!!!

I had the same thing happen. I've been fighting since 5-11-2020. I ordered a sewing machine. PayPal sent me a tracking number that was for something I'd received 2 weeks earlier. I sent all the same info you did, ie. Email attempts, tracking receipt for previous items, on and on. I was denied. I appealed and was denied again. I only bought the item because I felt it was backed by PayPal. I will NEVER use PayPal again unless they fix this for me. I'm so put out by their lack of due diligence. It's now been a month and I haven't gotten my item. I've tried opening a new claim for that and they won't let me. I think PayPal is scamming us.

Yup, I have come to the conclusion that they allow the computer robot to send out denials automatically, or their agents are trained to send out denials without reading the case.  Any middle-school student that read my case would understand that the item could not be delivered to me 11 days before I order it.  It doesn't take 160+ IQ to figure that out.  Some of their messaging facilities seem to be programmed to not send the message, I tried twice on one of them and failed both times.  I'm convinced that PayPal is in cahoots with some of these vendors, why else would they deny a case such as mine (or yours for that matter) if they were truly trying to protect their customers from scammers.

I had the same thing happen to me....I am out $250, purchased something on Etsy.  After doing a research, found that the item I "purchased" was actually owned by an established ebay seller. The scammer stole the pics and the description.  They also provided paypal with a tracking number, however it was created before I purchased as well. It is showing that the item was delivered, however it is not my address, etc etc etc.  NO ONE is listening at paypal, and my case was denied without (I am sure) anyone actually reading my complaint. I have spent hours on this issue to no avail. Has anyone gotten any other response from them regarding this issue? anyone even have a phone number for paypal? I am so angry.

Similar problem I made an order on 17 April 2021 to Total Battle (online game I started playing) for 4,4 euros, I saw that they charged me with 44 euros. I immediately opened a dispute.

Paypal closed my dispute because I did not provide with a receipt. The seller never gave me a receipt. Isn't this a fraud?
