I sent a "Friend" money for uber, which was stated in the sent money.

The money, pretty positively, was used for other anything but uber. I tried to contact them and was immediately blocked on everything. I'm not even sure I sent it to the person whom they said they were. How can I refund my money that was falsely used to purchase drugs and or other illicit items.

If the funds were sent as a friends and family payment, there is no refunds and is considered a gift payment with no purchase protection. However, if sent as a goods and services payment, locate the transaction in your PayPal account activity, click it, then click "Report a problem" to file a dispute.
