Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
Minors can’t enter legal contracts so you won’t have any recourse to get your money back until you were 18 unless Paypal were happy to release it to a parent or guardian for you.

The money won't be "taken", it'll be held. Have to wait 180 days before you can withdraw after they've permanently limit your account to cover any disputes during the 180 days. You can speak with customer service to set up a new account though since you're of age now. Wait the 180 days to transfer the funds from old account.

You needing to verify your account, you'll be stuck in regards to your b-day, so contact customer service and let them know you opened the account as minor and didn't know you had to be over 18. They will limit your account and you need to wait 180 days as mentioned above to withdraw those funds for which PayPal will notify you when you can withdraw but see if you can open a new account since you're of age now.
