I have only used PayPal personally. I even refunded an unspecified deposit. But they have limited me. PayPal does not follow any rules and is not accountable to anyone. You have no financial security, no support. chat is just a robot, and this is an insult to the rights of all Americans. This is an online scam. They delete my messages
