Is there an appeal process after PayPal has decided a dispute?

I purchased a clock mechanism from Banggood. It arrived in a plastic bag and was damaged. Contacted Banggood 3 times and was ignored. Started a case with PayPal which was decided in my favour. However, to get a $10 refund I had to return the item to China - the cheapest return cost is $30!

So to get a $10 refund PayPal want me to spend $30 - does that make any sense to anyone?

I still want a clock mechanism so I'd be happy if Banggood sent a replacement (with good packaging). I've suggested this to PayPal but I just get the same reply - I'm starting to think it's an automated system and no person is actually reading my messages.

Does anyone know if there is any method of appealing about a resolution decision?

I had the same problem with London Meichi.  In my case it was a $49.95 purchase which never arrived.  To return it would cose $23.50.  I then applied to PayPal for free return shipping which they approved.  I paid the $23.50 up  After proof of return I was reimbursed the $23.50.  I still have not been reimbursed the $49.50.  Got my fingers crossed and hope they find in my favor.

Need to clarify my answer.  I did receive a piece of junk that was anything like I ordered.  I then went through the return process.

PayPal has repeated several times that I must return the item - how did you persuade them to pay the return cost?

You needed to have activated the below link and then provide paypal with the tracking number etc to claim some of your return fee back again.
