Long story, sorry.
I bought the sim card for the FreedomPop cellular service and did not realize I was also enrolling in a reoccurring automatic payment plan because I never set up the account or the plan; I assumed I wouldn't be paying anything until I went through the motions of creating my account, choosing a phone number, etc. A few weeks later I saw a new transaction on my PayPal account showing a payment of $98 to FreedomPop; I immediately (and regretfully) disputed it through PayPal. After my initial panic I realized I should have contacted the seller before I contacted PayPal over the issue. FreedomPop responded to my support ticket explaining the charge and the services I had purchased with the payment of $98, they gave me the option to close my account with a refund, but I did not take the offer because I was actually very happy with the service once it was thoroughly explained to me. Right after that PayPal responded to my dispute saying that this was not an unauthorized charge and I would not be receiving a refund.
A week or so later my previous cell service lapsed and it was time to finally switch over to FreedomPop. I logged into my account only to see that my account had no cell service plan associated with it. I again opened a ticket with FreedomPop asking why I basically didn't have an account (and because I didn't subscribe to their Premium Support, my ticket would not be responded to for 7 days) and they said that I had violated the Terms of Service by contacting PayPal, even though I told them I was happy with the service and did not want to close my account in the previous email exchange with them. There were a few more emails exchanged after this (each with a 7 day waiting period) in which they said they could not reactivate my service, regardless of how polite and apologetic I was.
So now I'm out $98, I have no cell service that I paid for, and because of the long waits between support emails from FreedomPop I'm outside of the appeal window with PayPal. Is there anything I can do, or am I locked behind the Terms of Service and completely out of luck?
United States by the way, just in case it matters.

I just had the same issue..... From what i have been told, I am totally out of the money!!!

Yeah man, nothing has ever worked out since then, I've just given up and accepted I got scammed.
I hope they go down lol
