Lost / Undelivered parcel ( Uk, royal mail )

Hi there!

Last Christmas 2020 I bought a couple of items from an online seller from UK. I am based in Australia - Just to save time and get it delivered before Christmas I chose this seller and paid through paypal.

The parcel is showing as delivered on Royal Mail track & trace website. It is signed by the postman not by the receiver. The package was for "signed for delivery " Postman didn't bother to ring the door bell nor didn't sort acknowledgment from the receiver. Probably left the item on the porch or never delivered and just signed for it anyway.

My friend she checked with the neighbours and local post office - none of them have it. Royal Mail advised to file a claim after 30 days. Most likely package is lost/stolen.

I had escalated the issue to the seller and then to Paypal. Paypal have declined my claim stating seller provided proof of delivery and confirmed delivery.

How to escalate this ?

Should the seller be responsible to refund and file a claim with Royal Mail ?

As my claim has been declined not sure seller will help anyway - which was the reason i had to escalate to Paypal at first place.

Am I eligible for any protection through Paypal ? or should I escalate this to my bank ?
