I ordered a pair of shoes off a website and entered my debit card info. I later received a PayPal email (I did not know it would be PayPal and the transaction is not linked to my PayPal account. The site was obviously fraudulent as I never received an email other than from PayPal and have not received my shoes. However I can not do a dispute thru PayPal because the charge is not linked to my PayPal account. I have a receipt number but when I enter that it says it is not found. How can I file a dispute that is not linked to a PayPal account THank you for your help
