Missing Item Complaint Process

An international buyer filed a missing Item complaint against me but tracking shows that the carrier has tried multiple times to deliver the package. I responded to the buyer immediately, giving him the tracking number and he's not responded since. What happens if the buyer doesn't respond and it's not escalated to PayPal? Will the case be closed and my held funds released?

Welcome to the PayPal Community! 

If a buyer files a dispute and it isn't escalated to a claim, the case will automatically close after 20 days. A refund would not be processed if it closes in this manner. If the case is escalated to a claim status, we will review all information provided to make a decision. Please do not hesitate to respond if you receive any new requests for information.
