Money still not accessible after 180days

My account got limited in November and fully limited early January it's been well over the 180 days and still cannot access my funds this is against law and regulations that even PayPal then selfs set out. Every time o try get in contact about it no matter wat category I chooses to email throw I still get the same message back sayin thankyou for my interest in PayPal but there decision is final and cannot be changed, all am wanting is my £565 funds that are rightfully mine.

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.
Advice is voluntary.
