My account was hacked and I call Paypal, now they won't refund the money.

My email account and paypal got hacked.
I saw a text from paypal about an abnormal charge, so I checked it immediately and had two large pending payments to an unknown person.
I called paypal customer support as soon as I possibly could and had them restrict the account until I could put a new password in. The person I spoke to said that the payments had been challenged and I wouldn't need to call my bank to restrict any payments. But I would have to wait 48 hours in order to get my full account back. Both items has been sent to the resolution centre.
Paypal has closed the case saying that both of the transactions were not unauthorised, despite my having told the customer service person that my account had been hacked. And so they paid out to the scam artist, and I haven't been able to challenge their decision to pay the person. I've got my bank investigating now.
Then on the 20th I had a charge to my Amazon account for a gift card from an unknown person and three additional paypal purchases done through my old email account that still had payment details on it connected to my microsoft live account. Those contested payments have been refunded.
I'm honestly put aback by the whole thing, they've acknowledged that my account was hacked in one of their findings and yet not the other, despite the fact the money sent was in US currency, and I have no business in the US and live in the UK. All I can do really is call them tomorrow and try to find out what is going on, because I've already filed a complaint with paypal and the financial ombudsman. I've cancelled my direct debit with paypal for my bank.
I've been with paypal since 2008 and this is the first time it's ever caused me any real problems. You can't even contest their findings on the resolution page anymore, and it's exceptionally difficult to talk to anyone.
