New case within a case

Hi all, I filed for a case to be opened recently with PayPal as a company I ordered from did not have any proof of postage and over one month had passed. Since this, the company sent a tracking number and actually sent the ordered item. The problem is, it arrived, and is wayyy smaller than what I ordered meaning, it is useless despite the fact I have received it. How can I inform PayPal of this latest update, as co-incidentally on the very same day as the item arrives, PayPal put the case in for review, meaning I cannot add any new information to the case, and I cannot call them thanks to the lack of staff in the call center because of Covid-19 (still....?) Point is, I want my money back, and cannot find a way of making that happen! Can anyone please help me.
