Order Cancelled, No Refund

Circles!  Damnation!  Going in circles with dispute center.  Have contacted the seller about cancelled order.  They advised me that Paypal must refund money to me.  No action from Paypal.  Frustration to the max!  After this fiasco, I must find a different way.  Ideas anyone?

As you haven't said which dispute you opened > what you did after > what happened > is it now closed then sorry can't advise.
