PAYPAL...WTF

I have several orders from papa johns that never went through, despite the fact that PayPal still shows the payments as "pending" weeks after. Over a 2 month span I've been charged 4 times for 4 pizzas that I never received, if I tried to make a transaction and it didn't go through how does PayPal have the right to charge me anyway?
I'll try to order a pizza from papa johns but will be told I don't have enough money, fine, transaction doesn't go through, but PayPal registers the transaction as "pending" and charges my account for the money anyway. I've lost at least $100 in overdraft fees, that's not counting the actual money PayPal takes as from a hold on my account. This entire thing feels like a scam. Again, WHY AM I BEING CHARGED FOR PIZZAS I DID NOT RECEIVE?
It does't make any sense. I can't file a claim either, when I click on any of the pending transactions in the resolution center I get an error message. When I click on a completed transaction I get no such message. I've called customer service and waited for a callback, just to be sent to another link, where I was STILL unable to file a claim.
ALSO, if these orders are filed as "pending" at some point shouldn't they expire? It says "your payment method will be charged when Papa John's competes your order" but all of these orders are from weeks ago and they're never going to be completed. AND I WAS ALREADY CHARGED. WTF

Pending authorizations can take up to 30 days to expire and the held funds are released upon expiration so it can take weeks. PayPal can't cancel pending authorizations or allow you to dispute pending authorizations as they are agreements between you and merchant to pay and are not yet captured/completed payments yet. If all those pending payments are marked "completed" then you can contact merchant to request refunds or report billing issue or item not received to resolve at PayPal.
Kudos & Solved are greatly appreciated. 🙂
