Parcel not received - tracking says delivered

Hello, Past saturday, the postman(postnl) dropped of 2 packages around 8:30 am. But i should have received 3, that is incl my paypal order. But the 3rd(paypal order) was delivered at 2:22 pm by the same courier(postnl). But i was home at that time and didnt receive it at all. Not at my neighbours, not at localpostnl point, not near the house, no note in the mailbox, nothing. So i called postnl twice that day, they told me that it could have been a misscan and that it will be delivered before wednesday. Its now friday and after 5 calls still nothing received. I have been in contact with the seller from Australia. He contacted the aus post for this, and they say: its delivered and if not you have to contact postnl. So i told him, that i cant contact postnl because im not the shipper. Postnl has an policy that only shippers can open an investigation about a package. So i told the seller this, and he first says: the line is dead. I gave him the number of postnl to let him call youknow. After that, i have said that the number is working on my phone. He still continues to say its not working. And after a couple chats, he argues that the serviceline is not in english. I tell him it is and tell him exactly what to press to get the english version. Now he has ignored me for a while, and asks me to confirm the shipment. But i honoustly dont have it. What can i do now? I have already contacted postnl and the only thing they can do for me is investigate the postnl guy. Is it just me, or is the seller not trying to solve this? He is the only one that can open investigation at postnl. Should i open a dispute and do i have a chance of winning it? Or did i just loose €200?

If you open a dispute for non receipt of item and the seller provides a tracking number that proves ALL the items have arrived then you would lose.
If he only has x1 tracking number and the items came separately then you would have a chance of winning.
To be fair to the seller if he sent the items trackable and they are showing as delivered then he has done his part of the bargain.
If you funded your paypal payment via a card you could ask your card issuer for help?
