PayPal hasn't confirmed my identity for almost a year

PayPal sent me a notification to confirm my identity last year. I used my passport and uploaded it and until now, it tells me that they're "still reviewing" my documents. I'm getting frustrated because I can't even send or receive money and even close my account until this is confirmed. Is there a way to send them another form or something, because it just keeps redirecting me to "We're reviewing your documents". Ugh.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
