Paypal transaction on checking account with no access to paypal

PAYPAL TRANSFER 5E522AJDV8T4Y WEB ID: PAYPALSD22
These two charges came on two different checking accounts. I do not use paypal or own a login except for today to ask this question. How can someone pull money from my checking account when I have never used paypal? Is there a way to blacklist my account number from paypal so it can never be used again?

If you bought something online with a debit or credit card and did NOT log into your paypal account then of course it won't show on your paypal account as you bought as a 'guest buyer'.
However your seller may have processed that payment using their Paypal 'card reader' and so Paypal would show on your bank or card statement.
If that is not the case then contact customer services AND your card issuer to query the transactions.
If you need to open a dispute for a 'guest buyer' transaction then you can.......
1. Phone Paypal customer services and see if they will open one for you OR
2. Contact your card issuer for a chargeback.

Bank has found the identity of two different people who have made these transactions using my bank info. Only a matter of time before they are caught and locked away for fraud. I'm just so confused how someone can pull money from my bank using PayPal when I don't have my information linked.

log into your Paypal account and look for these transactions,if not yours,file Unauthorised transactions.
if cant find them,ask your bank to investigate.
I would change password,

if you read his original thread,it is rather vague if he has a paypal account or not,he said he never use Paypal and log in just to ask question,and how can he block his account from being used in PAYPAL?

if he does not have a paypal account,then he wants to block his bank accounts from being used in PAYPAL,then he should talk to his banker not Paypal,I would suggest he reviewed his own security features on his cell phone ,laptop,PC.
someone could have stolen your bank account information and start fabricating transactions referencing Paypal/seller xyz ,there are many cases like that,they stole your bank account information with pfishing software which you could have downloaded with your cell phone and it follows you around when you do banking with your phone.
it is easy to scam with paypal/seller xyz AS people buy many things using Paypal from different sellers,if they said MACY and then you asked,I did not buy from Macy?
these are professional scammers who create these transactions and sent into ACH network,you should see your banker,they can tell where they come from and where did your money go?
years ago someone caught a 99 cents store run by some East Indians,they have someone in the back room making up fake charges and run them thru their charge machine,batch them together with the real ones from the store and submit to their bank.

I don't use paypal. My bank information is not linked and I never payed anything anywhere knowing it would go through paypal.

You wouldn't know it would go through paypal if the seller used a paypal card reader machine, you would just pay online via a credit or debit card.
