Possible scam Dresslily

I have a question regarding a refund by online website Dresslily. I and dresslily have established a refund amount for a skirt that did not fit and they seem to be willing to pay this amount to me through PayPal. They however ask for me to close the dispute before they can send the money. This seems a bit out of the ordinary to me which is why I am writing this message. Are they telling the truth or is this a possible scam? I  have added their message below.

Otherwise,we cannot operate it for you.

NEVER close a dispute until you have a cleared refund.

If you had to close a dispute for the seller to be able to refund then it would be pointless having a dispute process in the first place as as soon as you closed a dispute the seller could ignore you and you can't open a second dispute for the same transaction.

 

They are perfectly able to refund you via the dispute and when they do so then that automatically closes the dispute.

I would escalate to a claim if i were you.
