I have requested a refund for an item that I purchased that was not as described. The seller/company has offered a refund but I must return the item, at my cost. The item I purchased was supposed to originate in the US but upon arrival, I found it originated in China and the cost to ship it back from Canada is almost more than the cost of the original item. I feel since fraud was involved, versus a mistake in the original description, I should not have to return the item at a cost to me.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....
Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

I totally get that I am responsible for returning the item, and would have no issue if I made an error. In this case,the company is fraudulent. Purchase invoice says Company is in the US. In fact it is in China and does not actually exist so I would be sending the item into nowhere at a very high cost. Pay Pal should refund the money since they verified that the company actually existed in the first place
.

It would be impossible for paypal to verify every seller / merchant or website worldwide that accepts paypal.
The onus is on you to risk assess your own transactions and paypal gives you 'some' buyer protection BUT terms and conditions apply.
Those t and c are as per above, you return the item to the seller for a refund.
Otherwise every buyer would say fake or scam to get a refund and keep the item.
As for China websites avoid them, paypal does stop them using their services when enough claims roll in BUT they just change names and start over as they can do that in China.

Thank you for your advise. It is all taken care of. The site actually lists a “US based” company with a US address, but when the actual product arrived it was from a place in China. Many people were ripped off and we are all dealing with it.

Yep sadly you bought from one of these...
Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.
