I recently purchased a pair of shoes through an app called Depop on August 10th, the seller explained to me, after I had already purchased, that the shoes are being shipped via Proxy. This takes MONTHS and is also against Depops guidelines. When the shoes were purchased I used my debit card, but the shoes havent been send and the seller is expecting me to wait up to October 9th to either receive the item or a refund. I'm not alright with that, I was somewhat scammed so I would rather have my money back sooner than later, but however this is where my issue is. I purchased the item with my card before I had created a paypal account, so I received a paypal checkout receipt via email after purchase, as Depop uses paypal checkout, but after weeks of not receiving my item I created an account, but the transaction does not show up, therefore I cannot open a paypal claim or dispute. I have linked my bank account yet it still doesnt appear. I have the receipt email as well as number, help please?

Grab ahold of that PayPal receipt and look for receipt ID number, get PayPal customer service on the horn to open a dispute. However....you have 180 days (6 months) from date of payment to file a dispute allowing ample time for delivery so when October rolls around for your item to ship, you're still able to open a dispute should the item arrive and its junk. But it's up to you when you want to file of course, if you're not feeling it.
To contact customer service to open a dispute:
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Call early, during business hours, west coast time to try to get a US rep.
Or private message via social media:

And refund to cards take up to a week, to 30 days pending outcome of the dispute.
