Regain access to my account

That's a short story of me fighting for my account after the new privacy policy regulations.

My account became limited while I was on my vacation in a different country. First, when I tried to log in to PayPal, it refused to let me do that, thinking I am hacking that account, since I was in a different country. I had to find an e-mail and ask for granting access.

When I finally got in, I found my account being limited. PayPal provided me a simple procedure of removing these limitations, I gave them what I could but the major problem was providing a proof of my address. This was so silly, I was in a different country and couldn't possibly do that. They wanted a bank statement with my name and address on it. I didn't have driver's license, utility bills. I'm not even the owner of the apartment on that address, I am renting it. I have been spending time with my family for a month before I got back to where I live. When I got there, I have primarily went to the bank to get a bank statement for PayPal, but the funniest thing happens here - they don't need it any more. Now there is no such option as "bank statement". Now they won't answer to the e-mail.

Are they kidding with me or what? Do they have right to keep me from my money?
