Rejected Dispute not Closed

I stupidly paid an invoice for good that was Friends and Family. I filed a dispute but it was rejected. The seller says he won’t send the goods because the payment is on hold. The resolution centre case is closed. I have called customer service. They say that I need to contact Limitations to remove the hold. I can only do this via messaging and nobody answers. How do I release this to the seller or if not possible get it back?
