Reporting a fraudulent ebay seller!

Hello,
I bought a car part from ebay seller, September 2018. The item last listed with 2 years warranty.
After 2 months the part started making problems and did not work basically. I contacted the seller few times. He only reply to my first message that he will take care, however he did nothing.
I tried to open a case on paypal but it was close as soon as I opened it, because its after 180 days and the transaction is not covered anymore.
What can I do to get my money back? It is obvious the the seller did not comply with the listed item description.

If you funded your paypal payment via a credit card then you could ask your card issuer but they tend to have a 120-180 cut off point as well.
Failing that private legal action like the small claims court if that is an option in the country that you are in.
Advice is voluntary.
