Scam garden kneeler and seat with bag

Received the bag.... no kneeler/seat. Company is saying that that is all I ordered. No I need that kneeler/seat. Pay pal sided with them. Hello dear customer Thank you so much for contacting us! Basically what happened was...
I saw this product online, clicked, and purchased the product paying through PayPal.
I waited and waited. Since sometimes the delivery takes a long time, I waited. Not even an email confirmation was sent to me.
I tried the website link from the receipt, but found out that the website doesn't even exist. 
Then I found there was an email, so I got connected to a customer service center.
They kept on saying the product was delivered to me when I did not receive it.
(and I wasted my time going to the postal service, etc., but nothing)  
I learned that the company is located in China since the shipping was from China Post.
Weeks later, somehow they mentioned if I received a green tool box. Then, I realized they sent a wrong item, a useless cheap item.
They claimed their company did not do anything wrong and blamed me saying that I  did not read the details of the advertisement. 
Does that mean, the advertisement says in detail, that if I order a Garden Kneeler and Seat, they would actually send a green tool bag? Is that what the detail says? That is outrageous. (There were nothing in the advertisement)
Then they told me they can give me only 50% of the refund because I got the stupid green tool bag I never ordered.
Since 50% is better than not getting anything at all, I agreed.
Now, they're saying they can't refund me at all, saying that because I opened the PayPal dispute, my order amount has been frozen in their system and tells me to negotiate with PayPal. Well, PayPal closed my dispute request twice. End of the story.

I ordered from a facebook add two garden kneelers and they offered a free gift of a tool pouch. The Billing shows Grantive as the company. I got a small 5x7 plastic envelope  two and a half months later with a piece of foul smelling fabric inside that I had to put in the garden shed. When I opened a dispute they offered 50% refund which seems to be the standard scam on the internet when you search Garden Kneeler scams. I  refused then I was offered 100% refund if I returned the items. That is interesting since I never got the items ordered. I then shipped VIA Canada Post Express POst back the smelly envelope which Canada Post at first refused as it stank so much. I had to clean it with a solution and repackage before  they would accept it. Shipped Sept 12 and still in transit today Oct 28th expected delivery to an address I hope exists in 7-10 days so will see. If they do get it I suspect they will say I did not return the item which of course I can't as I never got what I ordered so will see what Paypal does. I have used them for years and had a few disputes and they have always sided with me on items that I didn't get

I hope PayPal would stand on your side unlike many other victims of these scammers.

Also check your case status in the Resolution Center. The scammer will reply saying that they sent you the item with the tracking number, for that stupid tool bag you never ordered. Then PayPal thinks there's no problem since it's shipped and close your cases. Once it's closed, there's nothing you can do.
The part that I don't understand is, when there are so many same incidents reported to PayPal, why don't they do anything about it.
