Scammed on Shoppy.gg, cannot get refund?

Hello,

I bought an item, or so I thought, for 99 dollars on Shoppy.gg

I talked to the seller on the phone, he tried to make me pay more than once saying it didn't go thru, but it did on my end... I told him please refund me, and then he blocked me. 

What can I do?

I tried to file a dispute but it won't work... I'm really upset I fell for this..

Why won't a dispute work? Which dispute did you try and open?

How did you send your paypal payment ie which paypal option?

Also how did you fund it what linked paypal funding source did you use?
