Seller agreed to refund - delayed to do so - PayPal cannot help

Purchase made and paid through PayPal. Item was not delivered. Seller apologised - admitted that the item had been returned to them (?reason) - gave me the option for refund which I accepted. More than a week elapsed and refund did not come through. Seller apologised again and reassured me that the refund would be completed soon Initiated a dispute through PayPal and I was told that they can not rule in my favour - no explanation as to why... Please advise

if it is within 180 days and the dispute you open is item not received,I don't see why Paypal will refuse it?

It was a laptop

The seller is one of the big Chinese internet stores

They admitted that the item was not delivered - it was returned to them - they did not say why

They offered a refund minus postal expenses and I agreed

They claimed that PayPal was notified and that I would be receiving the refund within 2 business days

After granting them twice extensions and not receiving the refund I escalated the dispute through PayPal and straight away I received a rejection of my claim - no explanation given

I am really astonished

I still have copy of the seller's messages admitting to their fault and agreeing to refund - however, I do not know how to proceed...

did he give you tracking to show it was returned ?

if you use a credit card,file chargeback with your cc issuer.

According to the tracking the item was delivered to me. This was when I first contacted them and I was asked to wait for a few more days. After 10 days I contacted them again. They admitted that the item had been returned to them and they offered the refund. I have copies of their messages up to the point that I reffered the issue to PayPal. The latest messages where they reassured me about the refund were on PayPal's site I am astounded by PayPal's verdict. I will probably have to speak to my ank on Monday
