Seller sent damaged item

The seller sent me a damaged item. In order to get full refund I have to return the item internationally. Who will pay the return charges? Also I can’t understand the return address since it’s in some other language. I have to respond by entering return tracking info. I don’t know what should I do since there is no other option coming in the case also I can’t contact Paypal agent due to limited staff during COVID 19.

I am having the exact same issue trying to return a wedding dress which I purchased from the USA. Despite having resolved with issue with the seller (who agreed to a refund) there appears to be no guarantee that I will receive a refund from the seller apart from her word - which seems quite a risk given all the talk of the buyer's protection. It's a wedding dress which arrived damaged/ not as seller's description and worth over $1,000 and now I am stuck with shipping charges and no guarantee

The PayPal Buyers guarantee seems utterly worthless to me.

Have you opened and won a dispute? If so then paypal normally gives you the address to send the item back to.

Also if you won a dispute read this........

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

Advice is voluntary.
Kudos / Solution appreciated.

First of all why should I penalized for return cost of damaged or faulty item sent by the seller. Secondly, yes I have opened the case and won it and the return address provided by the Paypal is in Chinese language, which I don’t understand at all. This is quite frustrating.

I have the same problem and it is now beginning to really annoy me.  I bought a jacket from Facebook for $99.99 but when it did turn up it was not leather or suede as stated and was of such bad quality I contacted Paypal and the seller,  The seller just said return item, I have proof of this.. However it did not state at the beginning that he was in Vietnam!!!!!  . The seller opened a case and said send back before a certain date but during this Lockdown I was unable to do so in time , the time was unrealistic anyway according to the carrier due to staff shortages etc.   Paypal found in my favour but then reversed it because I wanted to know who was going to pay for the £31 tracked and signed for postage?? this was to make sure the seller had it and there  was there with no hassle.  I have sent emails to paypal which were read and replied to but now like a mystery the email address is no longer monitored ???   I do not complain about much but this is just bad, I am now left with a jacket I can not wear or get my money back on because  Covid 19 has affected staffing levels.  Paypal should wait until the virus has gone and maybe then check over any decision made even though it might be thousands because this is unfair and I believe that this is just what the seller wants so he keeps the money and we poor suckers are scammed.. I will also be putting this out on all sorts of social media to try and warn others including reporting to facebook and Trading standards here in the UK so that hopefully they can check packages from this seller and shut him down.  I know that the buyer should be aware but this just stinks of paypal being a bit lax whilst this all goes on ..... Grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr............ So if any paypal personnel read this please Help as I can not get through by phone, email or even that useless computerised secretary on your message service and I have tried to respond  but have been unable to so this is unfair
