Selling concert e-tickets with Paypal Goods And Services - Buyer Fraud

If I sell an concert e-ticket via Paypal Goods and services, does it only protect the buyer?

 

For example, if a seller sells a legit concert eticket to someone and the buyer enters the venue no problem at 10pm.

However, the next day, the buyer claims he went to the concert at 11pm, tried to scan the ticket, but it was already used. The buyer is trying to scam by attending the concert, and the next day claiming he couldn't get in and wants a refund. Does Paypal refund money to the buyer and the seller gets scammed?
If there is an investigation to the ticket itself, it will show that the ticket was scanned at 10pm, and the buyer's story of not being able to get in at 11pm would be plausible, claiming the seller sold the ticket to multiple people and someone else used the ticket at 10pm. Not all ticket vendors have records of multiple scans, just the first one.
What would happen in this case? Will paypal only protect the buyer and not release money to the seller of the legit ticket?

There is no seller protection for virtual / digital items, you can sell them but at your own risk.
