Do they not have anyone working at customer support, we were scammed for $99.97, there are so many things wrong with this some how the transaction number was changed and that could have only happen if an employee of PayPal did it.
Then after opening a case on the seller saying we had not received the item after almost a month and numerous emails to the seller, the seller was aloud to enter and false tracking number under the open case saying it had been shipped so PayPal closed the case.
I contacted UPS the carrier and they said that the tracking number the seller provided was only not in our name but was not even addressed to our house, we have had the PayPal account for years and our mailing address has been verified just as long.
Not sure but something is not right with this, we have decided that as long as PayPal has no support then we will not be using it.
I have contacted my attorney and is going to see what my options are, it is not money but then again if they are doing this to 20,30 ,40 thousand or more people then someone is making a killing.

A dispute for non receipt of item is mostly automated, seller provides tracking they win, seller does not then you win.
So if the tracking supplied was incorrect then appeal.
Paypal can't manually check every single tracking number from every single seller worldwide.
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
Advice is voluntary.

Every signal thing you just said is useless, and I have tried it all I tried to contact this seller via email 18 times in the last month with not one reply!!

When you say (gave them for the shipment) who is them? my address is confirmed through PayPal and always has been, if you read my post I said I had contact UPS to find out the name and address associated with the tracking number that the seller provided to PayPal and they UPS sent me an email conformation saying that the tracking number was not associated with my name or address and if PayPal needed verification I could give them the email or have them contact UPS.
(Contact PayPal via phone) Are you kidding they have absolutely no one working the customer service lines emails nothing at PayPal, if you call and ask for a customer service rep it tells you that due to Covid19 our customer service center is closed.
I have tried Phone,Email,Facebook,Twitter it is useless, my biggest concern is I have two receipt from PayPal one from the day I purchased the item and one from the day he supposedly shipped it and there are two different transaction ID's numbers from the same seller for the same amount this makes me believe that some one at PayPal has altered the transaction.

Have you ever actually tried that it gives you a list of common issues and in the end it tells you to open a dispute, which once a claim as you put has been closed you can not reopen it.
There something wrong with this and I will get the bottom of it, so for example if I was to start a website selling watches for lets say $500 each I use PayPal for payment system and I sale $50,000 worth of them.
Then I do not ship them and people start opening claims saying they have not received there watch, you saying all I have to do is submit a fake/made-up tracking number and they will close the case and I would get to keep the money. WOW.

Odd that lots have followed that advice and got a refund then isn't it.
I can only give you advice on what to do, if you don't want to or you think its impossible then don't bother, doesn't worry me if you take my advice or not.
I just posted to try and give you the only option available.
