UNABLE TO FILE A CLAIM - PLEASE HELP

Ok, I am now getting more than frustrated. I am unable to file a dispute/claim in the Resolution Center for an unwanted transaction that happened on June 1st. It says, "We’re sorry, you can’t file a case on this type of transaction." Somebody accessed my account and transferred my funds to a credit/debit card that I didn't even have in the past, including the currency. I've already sent multiple emails but no one seems to be interested to help me. C'mon. We are in the middle of pandemic and we can't afford to lose every penny we have, most especially if it is not our fault.
I BADLY NEED THE FUNDS. CAN SOMEONE CONTACT ME ASAP!?!?!?!?!

- Locate and click payment transaction in your PayPal account activity
- Click "Report a problem”.
- Click “I want to report unauthorized activity”.
Not all transactions can be disputed through our accounts and need customer service assistance to do it. Hopefully forum staff will reach out. Response to email/messaging will be delayed due to limited staffing for safety precautions from covid-19.

That's the thing. I can't dispute that exact transaction when my funds were transferred to a totally different card. I gave the error message it gives me everytime I do it.
I am really upset about this.

I'm having the same problem right now. Have they helped you with this? Message center was not very helpful, They kept on redirecting me to resolution center when I already told them with screenshots provided that it is not working.
