Long story short: I bought an item on Ebay. Item was not as described. Seller provided UPS shipping label. Item was packaged, shipping label pasted, and dropped of at Post Office. The problem starts here: The UPS package was accidentally dropped at USPS. USPS says they will send it to UPS but it will take time.
Question: I only have a couple of days for me to send the package back to the seller to receive a full refund. After those days pass, Ebay will close the case in the Seller's favor due to it not being delivered within the given timeframe. If, for some reason, the seller eventually receives the item and keeps the money, can I open a case on Paypal if I include the tracking number showing that it was delayed, but delivered? Thanks!
